No sports bars must follow the rules prohibiting the NFL?

I live in Seattle and wants to watch the game on TV tomorrow Broncos both are 13 hours. Because the Seahawks are playing at home, the other party (part of a double) is hidden. Can (will be) a sports bar to display the work of others, regardless of the rule prohibiting?

If they have the NFL Sunday Ticket then yes.
